SITUATION

Background: Almost 70% of Earth's surface is covered in water, and with the progress of anthrogenic climate change that is set to increase. Aquatic ecosystems have been important sources of food and raw materials since the Paleolithic, but mostly wild-harvested rather than farmed. That has been changing in recent years, with the commercialisation of mariculture (fish farming in the water) and algaculture (farming algae). The regulatory environment in Victoria is not very favourable to aquatic farming at the moment, but I believe Fat Bandicoot should invest in some basic infrastructure to facilitate research into these fields.

Summary of proposed changes: Fat Bandicoot should buy a boat, small enough to be trailered and stored, but large enough to explore a diversity of aquatic ecosystems. It should be powered entirely by renewable sources of energy.

Further extensions of this project should be:

  • Mooring location off Tankerton in Western Port
  • Concrete anchor and underwater habitat
  • Houseboat and greenhouse

How will this proposal advance the objectives of the Association? It will allow the organisation to explore options for research into mariculture and algaculture.

What direct or indirect conflicts of interest does the initiating member or any other member have in this proposal? I own a suitable sailboat that I would be willing to sell for $9k.

Will or might this proposal lead to the Association trading while insolvent? No, there is no suggestion of borrowing money.

What are the proposal's effects on other legal, reputational or financial risks? The risk of collision is low, and lower if members are required to study the Recreational Boating Handbook before use.
